In vv. 28-30 Paul lays out the 'order of authority' in the earliest Church. Because of dissension, confusion, factions, an abusive orientation to the gifts of the Spirit, Paul comes back to what is truly important: the structure which Jesus put in place {v. 28} and the one thing, the only thing, which unifies the whole and brings harmony to each and every part of His Body.
